Responsibilities Include:

  • Works with government stakeholders to elicit, develop and manage requirements
  • Prepares estimations for business analysis tasks and deliverables
  • Develop functional specifications using user stories, acceptance criteria and use case narration
  • Ensure unique business needs are properly translated to functional specifications to inform system solution development
  • Assist with the maintenance of project schedules and developing various status reports
  • Facilitate requirements gathering via meetings, interview sessions, brainstorming, documentation analysis and other techniques as necessary
  • Support customer meetings to understand current client business practices and business needs supporting requirements analysis
  • Document and validate high level business needs
  • Document quality attributes, interfaces and other nonfunctional requirements
  • Manage changes to baselined requirements through effective application of change control processes and tools
  • Consolidate user stories and user feedback on apps throughout the development cycle
  • Write and/or review documents needed to support application release
  • Coordinate the stage gate review process including assembling document packages and working with team members to complete required documentation
  • Works closely with developers and testers to ensure all requirements are understood and have corresponding test scripts
  • Participate in backlog refinement and sprint planning and work with the project team to identify risks/impacts to the system
  • Ensure the project teams have clear, consistent, and testable requirements
  • Support business validation of functionality
  • Manage the documentation for multiple applications and releases across more than one development team while meeting deadlines
  • Assist in maintaining concurrent project schedules
  • Develop weekly and monthly status reports
  • Communicate effectively with a wide variety of technical and non-technical audiences
  • Develop a strong understanding of client mission, organization, and technology landscape to better understand how we can most effectively identify and address enterprise needs

Required:

  • US Citizenship
  • Minimum of three (3) years experience in Information Technology as a Business Analyst and Tester
  • Bachelor’s degree (or higher) from an accredited institution
  • Three plus years of work experience in Information Technology as a Business Analyst and Tester
  • Facilitates meetings with business owners, technical leads, and other stakeholders
  • Works as the Scrum Master for technical team coordination
  • Captures business needs and develops corresponding functional solutions
  • Facilitates development of technical requirements, user stories, and mockups to address business needs and work with developers and testers to ensure prototype solutions meet expectations
  • Develops Weekly Status presentations
  • Estimates testing levels of effort for requirements
  • Determines testing approach for break/fix and enhancement requests
  • Develops test plans, test cases, and RTMs in HP ALM
  • Executes detailed tests and test scripts. Documents test results
  • Automates tests as needed in testing tools to support automation, 508 compliance, and performance testing
  • Supports UAT prep efforts in conjunction with business owners/users
  • Proficient in Microsoft Office tools
  • Proficient with JIRA
  • Demonstrated abilities as a driven, self-starter and quick study

Preferred

  • Bachelor’s degree in technology-related field or business administration
  • Experience in a government environment
  • Experience with Appian BPM tool. Or other BPM tools
  • Comfortable with Agile development practices
  • Able to multi-task and shift priorities as needed
  • Work effectively with numerous stakeholder types and bring a group to consensus
  • Excellent analytical and problem-solving skills
  • Excellent oral and written communication skills, especially in a client interaction context
  • Agile Certification preferred
